i've recently been part of organizational transformation including addressing insufficient safety procedures, and we started on this pathing using REES which is a tool for anonymous reporting, and Callisto sounds like a great next evolution of putting control in the hands of victims
Most of the low friction reporting tools for crime reports only allow low risk property crimes (like breaking into a vehicle). There is no fundamental reason though why those tools could not also expand to other non-emergency reports though.
